David Harper
President, Kilmer Brownfield Management Limited
David Harper is responsible for environmental risk management within the team.
David Harper is the President of Kilmer Brownfield Management Limited (Kilmer Brownfield), investment capital and expertise that is dedicated to the redevelopment of former industrial and commercial properties in Canada. Since the company’s inception in 2006, David has led his development team in collaboration with various strategic partners to the re-positioning and redevelopment of over 8 million square feet of urban mixed use and 2 million square feet of industrial/commercial property.
The focus of the investment strategy is urban intensification and renewal which is a planning priority for many communities who want to take advantage of existing municipal infrastructure and transit networks. Urban intensification is a fundamental principle of the smart growth planning policy for Ontario and elsewhere in Canada. Intensification projects can also assist with the delivery of affordable housing which has emerged as a major priority for growth centres and inclusion with community scale development.
To realize investment goals both expertise and capital is required to address significant environmental, zoning and built form complexities that are associated with these urban redevelopment projects. It is commonly known that environmental remediation of former industrial/commercial sites can cause lengthy delays in securing building approvals and construction financing. Kilmer Brownfield is an industry leading investment group that has completed many complex re-developments and has a proven track record in site works and construction that result in significant benefits to local communities and to its investors.
David is a highly regarded expert in the brownfield and development industry and has successfully completed projects on a wide variety of lands such as former oil refineries, heavy manufacturing industries, hospitals, quarries and landfills. Through his leadership in the Canadian Brownfield Network (CBN) he has provided strategic advice on various topics that have encouraged policy and regulatory reforms for brownfield redevelopment in Canada. He has collaborated with many stakeholders and brings outstanding business credentials and career experience to manage risk and maximize value from brownfield redevelopment projects.
